1. Acceptance of Terms
By accessing or using the Compliance Dashboard at compliance.ucbureau.com (“the Service”), operated by UC Bureau (“we,” “us,” or “our”), you agree to be bound by these Terms of Service (“Terms”). If you do not agree to these Terms, do not use the Service.
These Terms apply to all visitors, guests, and registered users of the Service. By creating an account or using any feature of the Service, you confirm that you are at least 18 years old and have the legal capacity to enter into these Terms.
2. Description of Service
UC Bureau provides a free online compliance tracking dashboard designed for trucking companies, owner-operators, and fleet managers. The Service helps you organize and monitor DOT and FMCSA compliance items such as authority status, insurance filings, driver qualifications, vehicle inspections, and regulatory deadlines.
The Service is an informational tool only. It does NOT constitute legal, regulatory, financial, or professional compliance advice. UC Bureau is NOT affiliated with, endorsed by, or connected to the U.S. Department of Transportation (DOT), the Federal Motor Carrier Safety Administration (FMCSA), or any federal, state, or local government agency.
You are solely responsible for ensuring your trucking operation meets all applicable federal, state, and local regulations. Always verify compliance requirements directly with the FMCSA or a qualified compliance professional before making business decisions.
2A. No Professional Advice; No Professional Relationship
UC BUREAU IS NOT A COMPLIANCE SERVICE, CONSULTANT, LEGAL ADVISOR, OR REGULATORY AUTHORITY. IT IS A SELF-SERVICE ORGANIZATIONAL TOOL.
No feature of the Service — including compliance status indicators, audit scores, “Broker Ready” designations, deadline reminders, or status badges such as “active,” “expired,” or “renew soon” — constitutes professional advice, a compliance determination, a legal opinion, or a certification of any kind.
Use of the Service does not create any professional-client relationship, fiduciary duty, or duty of care between you and UC Bureau.
UC Bureau does not verify the authenticity, validity, or accuracy of any documents you upload, dates you enter, or FMCSA data displayed within the Service. All information is presented as-is for your organizational convenience only.
2B. Government Non-Affiliation and Regulatory Terminology
UC Bureau is not affiliated with, endorsed by, or connected to the U.S. Department of Transportation (DOT), the Federal Motor Carrier Safety Administration (FMCSA), or any other federal, state, or local government agency. The display of FMCSA data within the Service does not imply government endorsement or approval.
Terms used within the Service such as “Audit Score,” “Compliance Status,” “Broker Ready,” “active,” “expired,” and “renew soon” are internal descriptive labels only. They are not official government designations, certifications, or regulatory determinations.
No label, score, badge, or status displayed by the Service should be interpreted as an official compliance determination by any government authority.
3. User Accounts and Responsibilities
Guest access: Many features of the Service work without an account. When used as a guest, your data (such as deadlines, audit responses, and checklist progress) is stored locally in your browser using localStorage. We do not have access to guest data, and it may be lost if you clear your browser storage.
Registered accounts: You may create an account using your email address and a password. Authentication is handled through Supabase with Cloudflare Turnstile verification. When signed in, your data is stored in our cloud database with row-level security.
You are responsible for:
- Keeping your login credentials secure and confidential
- All activity that occurs under your account
- Providing accurate information when creating your account
- Notifying us immediately at admin@ucbureau.com if you suspect unauthorized access to your account
4. Acceptable Use Policy
You agree not to use the Service to:
- Violate any applicable law, regulation, or third-party rights
- Upload malicious files, viruses, or harmful content
- Attempt to gain unauthorized access to our systems, other user accounts, or data
- Scrape, crawl, or automatically extract data from the Service without written permission
- Interfere with or disrupt the Service or its infrastructure
- Impersonate another person or entity
- Use the Service to store content unrelated to trucking compliance
- Resell, redistribute, or commercialize the Service or its data without written consent
We reserve the right to suspend or terminate access for any user who violates this policy.
5. Intellectual Property
Our property:All content, design, code, branding, logos, and features of the Service are the property of UC Bureau or its licensors and are protected by copyright and trademark law. You may not copy, modify, distribute, scrape, reverse engineer, decompile, disassemble, or create derivative works from the Service without prior written consent. “UC Bureau” and “Compliance Dashboard” are trademarks of UC Bureau.
Your property: You retain full ownership of any documents, files, or data you upload to the Service. By uploading content, you grant UC Bureau a limited, non-exclusive, royalty-free license to store, display, reproduce, transmit, and process that content solely to provide the Service to you, including generating shareable carrier packets on your behalf. You also grant UC Bureau the right to use aggregated, anonymized data derived from user content for analytics, service improvement, and industry benchmarking purposes.
Public data:Carrier data displayed in the Service is sourced from public federal databases (FMCSA SAFER system). Under 17 U.S.C. § 105, U.S. government works are in the public domain and are not claimed as proprietary by UC Bureau. However, UC Bureau's unique selection, arrangement, coordination, and presentation of such data is protected by copyright.
AI-generated content: Certain features of the Service may provide AI-generated responses or recommendations (such as the AI compliance advisor). These responses are informational only, may contain errors or inaccuracies, and are not warranted for accuracy, completeness, or fitness for any purpose. You should not rely on AI-generated content as a substitute for professional advice.
Third-party trademarks: Product names such as Motive, Truckstop, DAT, and LegalZoom are trademarks of their respective owners. Their display within the Service is pursuant to affiliate agreements and/or nominative fair use and does not imply sponsorship or endorsement by those companies.
5A. DMCA Notices
If you believe content on the Service infringes your copyright, you may submit a notice under the Digital Millennium Copyright Act (17 U.S.C. § 512) to our designated agent:

Your DMCA notice must include:
- A physical or electronic signature of the copyright owner or authorized agent
- Identification of the copyrighted work claimed to be infringed
- Identification of the infringing material and its location on the Service
- Your contact information (address, phone number, email)
- A statement that you have a good-faith belief that the use is not authorized by the copyright owner, its agent, or the law
- A statement, under penalty of perjury, that the information in the notice is accurate and that you are authorized to act on behalf of the copyright owner
Counter-notification: If you believe your content was removed in error, you may submit a counter-notification to the same address. Your counter-notification must include your signature, identification of the removed material and its prior location, a statement under penalty of perjury that the material was removed by mistake, and your consent to the jurisdiction of the federal courts in the District of Columbia.
Repeat infringers: UC Bureau will terminate the accounts of users who are determined to be repeat infringers in appropriate circumstances.
6. Document Storage
Registered users may upload and store compliance-related documents (PDFs, images) through the Service. Storage is provided through Supabase with the following limits:
- 50 MB total storage per user account
- 10 MB maximum per individual file
While we take reasonable measures to protect your stored documents, we do not guarantee perpetual storage or availability. You are responsible for maintaining your own backup copies of all important documents. UC Bureau may modify storage limits or policies at any time with reasonable notice.
We reserve the right to remove files that violate our Acceptable Use Policy or exceed storage limits.
6A. Shareable Carrier Packets
The Service allows you to generate shareable carrier packets that compile your compliance documents into a single package accessible via a public link.
- Carrier packet links are public and are not password-protected. Anyone with the link can view the contents.
- By creating a carrier packet, you voluntarily share the included documents. UC Bureau is not responsible for how recipients use, misuse, forward, or redistribute the shared content.
- Shared links expire after 30 days, but cached or downloaded copies of your documents may persist indefinitely beyond your control.
- You may revoke a shared link at any time, but you cannot recall copies that have already been downloaded or saved by recipients.
- Do not include documents you do not own or do not have the right to share.
7. Affiliate Links and Recommendations
Disclosure: UC Bureau earns commissions from certain partner recommendations.
The Service contains links to third-party products and services, including but not limited to ELD providers (such as Motive), loadboards (such as Truckstop and DAT), business formation services (such as LegalZoom), and factoring services (such as Outgo by DAT). When you sign up for or purchase these services through our links, UC Bureau may earn a referral commission at no additional cost to you.
Affiliate relationships do not influence the accuracy of compliance information displayed in the Service. We do not independently test, verify, or rank these products. Some are listed because we have a referral relationship. We encourage you to research any service independently before purchasing. UC Bureau is not responsible for the quality, terms, or performance of any third-party product or service.
8. Third-Party Services and Data
The Service relies on third-party providers for core functionality, including:
- FMCSA SAFER API: Carrier safety and compliance data is pulled from publicly available federal databases. This data may not be current, complete, or accurate. FMCSA is the sole authoritative source for all carrier safety information.
- Supabase: Authentication, database, and file storage
- Vercel: Application hosting and delivery
- Cloudflare: Security and bot protection
We are not responsible for the availability, accuracy, or performance of these third-party services. Outages or changes to these services may affect the availability of the Service.
The Service supports URL parameters that load publicly available carrier data. Sharing or embedding a dashboard URL does not constitute an endorsement, warranty, or certification of any carrier's compliance status by UC Bureau.
9. Reliance Disclaimer and Assumption of Risk
YOU MUST NOT RELY ON THIS SERVICE AS YOUR SOLE OR PRIMARY MEANS OF ENSURING REGULATORY COMPLIANCE.
BY USING THE SERVICE, YOU ASSUME ALL RISK ASSOCIATED WITH YOUR RELIANCE ON ANY INFORMATION DISPLAYED, CALCULATED, OR GENERATED BY THE SERVICE.
In plain terms, you acknowledge and agree that:
- You must independently verify all compliance information through official government sources (FMCSA, DOT, state agencies)
- You must maintain your own compliance records independent of this Service
- All dates, deadlines, and statuses displayed are estimates based on data you entered or data pulled from public sources — they are not guaranteed to be accurate
- FMCSA data displayed in the Service may be hours, days, or weeks behind the current official record
- The “Audit Score” is a self-assessment tool, not an official FMCSA audit or safety rating
- The “Broker Ready” indicator is based on limited data available to the Service and does not guarantee that any broker will approve or contract with your carrier
- Deadline reminders and notifications are provided on a best-effort basis and may fail due to technical issues, email deliverability, or system outages
UC Bureau is not responsible for any regulatory action, fine, penalty, out-of-service order, authority revocation, bodily injury, death, or property damage that may result from your use of or reliance on the Service.
10. Disclaimer of Warranties
THE SERVICE IS PROVIDED “AS IS” AND “AS AVAILABLE” WITHOUT WARRANTIES OF ANY KIND, WHETHER EXPRESS, IMPLIED, OR STATUTORY, INCLUDING BUT NOT LIMITED TO IMPLIED WARRANTIES OF MERCHANTABILITY, FITNESS FOR A PARTICULAR PURPOSE, ACCURACY, AND NON-INFRINGEMENT.
In plain terms, this means we do not warrant or guarantee:
- The Service will be available 100% of the time
- FMCSA data shown is current or complete
- Using this tool will keep you in compliance with any regulation
- The Service is free of errors, bugs, or security vulnerabilities
- The accuracy, timeliness, or reliability of deadline calculations, status computations, compliance scores, or notifications
- That notifications (email, in-app, or otherwise) will be sent, delivered, or received on time or at all
- The correct identification of regulatory deadlines applicable to your specific operations, authority type, or jurisdiction
You use the Service at your own risk. The compliance information provided is for reference only and must be verified with official sources.
11. Limitation of Liability
UC Bureau, its owners, officers, employees, contractors, and affiliates are not liable for any direct, indirect, incidental, special, consequential, punitive, or exemplary damages arising from your use of or inability to use the Service, reliance on any information provided, or interaction with third-party services accessed through our links, even if UC Bureau has been advised of the possibility of such damages.
This includes, but is not limited to, damages resulting from:
- Missed compliance deadlines or failed audits
- Fines, penalties, or out-of-service orders
- Loss of stored documents or data
- Decisions made based on information displayed in the Service
- Service downtime, unavailability, or notification failures
- Bodily injury, death, or property damage arising from reliance on the Service
- Insurance lapse or coverage gaps where the Service displayed an “active” status
- CDL suspension or revocation, or operating authority suspension or revocation
- Third-party claims from shippers, brokers, accident victims, or their insurers or estates
- Inaccurate, delayed, or incomplete FMCSA data displayed by the Service
To the maximum extent permitted by law, UC Bureau's total cumulative liability to you for all claims arising from or related to the Service shall not exceed the greater of (a) fifty U.S. dollars ($50.00) or (b) the total fees paid by you to UC Bureau in the twelve (12) months immediately preceding the event giving rise to the claim.
12. Indemnification
You agree to indemnify, defend, and hold harmless UC Bureau, its owners, officers, employees, contractors, and affiliates from and against any and all claims, damages, losses, liabilities, costs, and expenses (including reasonable attorneys' fees) arising from or related to:
- Your use of or reliance on the Service
- Your violation of these Terms
- Your violation of any applicable law or regulation
- Any third-party claim arising from your use of data obtained through the Service, including claims by shippers, brokers, passengers, motorists, their insurers, or their estates
- Any dispute between you and a third-party service accessed through our affiliate links
- Any regulatory investigation, enforcement action, or proceeding related to your use of the Service
- Any claim that UC Bureau provided you with regulated professional services (legal, accounting, compliance consulting, or similar)
13. Termination
By us: We may suspend or terminate your account and access to the Service at any time, with or without cause, and with or without notice. Reasons for termination may include violations of these Terms, abuse of the Service, or extended inactivity.
By you: You may stop using the Service at any time. If you have a registered account, you may delete your account and all associated data through your account settings or by contacting us at admin@ucbureau.com.
Data deletion: Upon termination or account deletion, your stored documents and personal data will be deleted from active systems within 30 days. Backup copies will be purged within an additional 60 days. You are responsible for exporting any data you wish to retain before terminating your account. UC Bureau is not liable for any data lost as a result of account termination.
Sections relating to intellectual property, disclaimers, limitation of liability, indemnification, dispute resolution, and governing law survive termination.
14. Email Communications
UC Bureau may send you compliance-related emails, including deadline reminders, account notifications, product updates, and affiliate partner recommendations. All emails sent by UC Bureau comply with the CAN-SPAM Act (15 U.S.C. § 7701 et seq.) and include:
- A clear and functioning unsubscribe link
- Our physical mailing address
- Clear identification of UC Bureau as the sender

15. Privacy
Your use of the Service is also governed by our Privacy Policy, which describes how we collect, use, and protect your personal information. By using the Service, you consent to the practices described in the Privacy Policy.
16. Changes to Terms
We may update these Terms at any time by posting the revised version on this page with an updated “Last updated” date. We encourage you to review these Terms periodically. Your continued use of the Service after changes are posted constitutes your acceptance of the updated Terms.
For material changes that significantly affect your rights or obligations, we will make reasonable efforts to notify registered users via email.
17. Dispute Resolution and Governing Law
These Terms are governed by and construed in accordance with the laws of the District of Columbia, United States, without regard to conflict of law principles.
Binding arbitration:Any dispute, claim, or controversy arising out of or relating to these Terms or the Service shall be resolved by binding individual arbitration administered by the American Arbitration Association (AAA) under its Commercial Arbitration Rules. The arbitration shall take place in Corona, California. The arbitrator's decision shall be final and binding and may be entered as a judgment in any court of competent jurisdiction.
CLASS ACTION WAIVER: YOU AGREE THAT ANY DISPUTE RESOLUTION PROCEEDINGS WILL BE CONDUCTED ONLY ON AN INDIVIDUAL BASIS AND NOT IN A CLASS, CONSOLIDATED, OR REPRESENTATIVE ACTION. YOU WAIVE ANY RIGHT TO PARTICIPATE IN A CLASS ACTION LAWSUIT OR CLASS-WIDE ARBITRATION.
Exception for injunctive relief: Notwithstanding the above, either party may seek injunctive or other equitable relief in any court of competent jurisdiction to protect its intellectual property rights.
18. Force Majeure
UC Bureau shall not be liable for any failure or delay in performing its obligations under these Terms where such failure or delay results from circumstances beyond its reasonable control, including but not limited to:
- Acts of God, natural disasters, pandemics, or epidemics
- War, terrorism, civil unrest, or government actions
- Failures or outages of third-party services (including Supabase, Vercel, Cloudflare, and FMCSA systems)
- Internet infrastructure failures or disruptions
- Cyberattacks, DDoS attacks, or security breaches
- Power outages or utility failures
19. Severability
If any provision of these Terms is held to be invalid, illegal, or unenforceable by a court of competent jurisdiction, that provision shall be enforced to the maximum extent permissible, and the remaining provisions of these Terms shall remain in full force and effect.
20. Entire Agreement
These Terms, together with the Privacy Policy, constitute the entire agreement between you and UC Bureau regarding your use of the Service. These Terms supersede all prior or contemporaneous agreements, communications, and proposals, whether oral or written, between you and UC Bureau relating to the Service.
